On-time in-full (OTIF)
OTIF, or on-time in-full, measures how often a supplier delivers an order on the agreed date and with the full quantity ordered. Buyers set targets and charge back misses: Walmart, as reported in 2024, asks suppliers for 90% on-time and 95% in-full, and has fined 3% of the cost of goods on non-compliant deliveries.
Two measures, often one score
On-time asks whether the delivery arrived within the agreed window; in-full asks whether it carried every unit ordered. Some buyers multiply them into one OTIF percentage; others track them apart. NHS National Services Scotland's standard supplier KPIs, for one, set 98% for orders made on time and 98% for orders made in full, each reported monthly. Walmart's 2019 requirement, as Supply Chain Dive reported it, was full truckloads delivered within a two-day window 87% of the time.
What buyers have published or reported
| Buyer | Target | Penalty |
|---|---|---|
| Walmart, reported February 2024 | 90% on-time, 95% in-full — down from 98% set in 2020 | 3% of the cost of goods, as reported in 2019 and 2020 |
| NHS National Services Scotland | 98% on time; 98% in full | Tracked as contract KPIs |
Worked example: one month's OTIF
1,000 cases ordered · 960 arrived in the window → on-time 96% · 940 arrived complete → in-full 94% · against 90% and 95% → passes on time, fails in fullIllustrative figures, measured against the targets Walmart was reported to set in 2024. Walmart's own policy text sits behind its supplier portal.
The mistake people make
Fixing the truck and ignoring the order. Lateness is charged hard: Foot Locker's 2026 US and Canada schedule takes 5% of the order's cost for a shipment 0–7 days late, 10% at 8–14 days and 15% beyond. But in-full fails at the warehouse, through short picks, split shipments and cases left behind, and a perfect delivery schedule cannot make up a missing 5%. Track the two measures separately, so you know which part of the chain to fix.
FAQ
On-time in-full (OTIF): common questions
- How do you calculate OTIF?
- Count the orders, or cases, delivered within the agreed window and with the full quantity, and divide by the total. Many buyers report on-time and in-full as two percentages; a single OTIF score counts only deliveries that were both.
- What is Walmart's OTIF requirement?
- Reported in February 2024 as 90% on-time and 95% in-full, down from the 98% set in 2020; non-compliant cases have been fined 3% of the cost of goods. The current policy is published to suppliers on Retail Link.
- Is OTIF the same as on-time delivery?
- No. On-time delivery measures only timing; OTIF also requires the full quantity. A delivery that arrives on time but one case short counts as on time and fails OTIF.
