Trade single window
A trade single window is a facility that lets traders lodge standardised information and documents with a single entry point to meet all import, export and transit regulatory requirements — and, when the data is electronic, submit each data element only once. The definition is UN/CEFACT's Recommendation 33; the WTO's Trade Facilitation Agreement asks members to work towards one.
The systems, in their own words
| Where | System | How it is described |
|---|---|---|
| US | ACE, the Automated Commercial Environment | The US single window: one centralised access point connecting CBP, partner government agencies and the business community |
| EU | EU Single Window Environment for Customs | Each member state must establish and run a national single window environment for customs, with a single communication channel for traders |
| Saudi Arabia | Fasah | A unified digital platform for the import and export system |
| India | SWIFT | The system through which India has implemented the single window, in its WTO notification |
| UAE | Abu Dhabi Customs, Dubai Customs and Dubai Trade | Listed in the UAE's WTO notification |
What the WTO asks
The Trade Facilitation Agreement entered into force on 22 February 2017. Its Article 10.4 says members shall endeavour to establish or maintain a single window, and that once information has been received through it, the same documentation or data shall not be requested again by participating agencies except in urgent circumstances and other limited exceptions that are made public. The EU's single window regulation, 2022/2399, applies some of its articles only from 13 December 2031.
Worked example: one import, three agencies
Without a single window: consignee, HS code and value typed into the customs declaration, the food-safety permit and the conformity certificate — 3 entries of the same data · with one: entered once at the single entry point and shared with each agency, which may not ask again except in urgent or published exceptionsIllustrative; the limit on asking twice is Article 10.4.2 of the WTO Trade Facilitation Agreement.
The mistake people make
Calling any trade platform a single window. UN/CEFACT notes that private companies describing their solutions as a single window without endorsement from a relevant regulatory body add to the confusion. A port community system qualifies only if it meets all five key elements of Recommendation 33 — one of them being that it is the only port community system in the economy.
