HGV road toll (Lkw-Maut)
An HGV road toll is a charge a truck pays to use roads, usually by the kilometre. EU rules let countries charge by distance and must vary it by CO2 class; Germany's Lkw-Maut, for trucks over 3.5 tonnes since July 2024, includes a CO2 charge. The UK instead charges HGVs of 12 tonnes or more a time-based levy.
Germany's Lkw-Maut
Since 1 December 2023, Germany's toll has been calculated per kilometre, with a share each for infrastructure, air pollution, noise and CO2 emissions; the Bundestag's draft set the CO2 share on a price of €200 per tonne of CO2. Since 1 July 2024 it applies to vehicles with a technically permissible maximum laden mass over 3.5 tonnes. Zero-emission trucks stay exempt until 30 June 2031, and those up to 4.25 tonnes permanently.
| Component | Cents per km |
|---|---|
| Infrastructure | 15.5 |
| Air pollution | 2.3 |
| Noise | 1.2 |
| CO2 | 15.8 |
| Total | 34.8 |
Worked example: 600 km of German motorway
600 km × €0.348 = €208.80 · of which CO2: 600 × €0.158 = €94.80 · a zero-emission truck on the same route: €0 until 30 June 2031Rates for a Euro 6 truck over 18 t with five or more axles, CO2 class 1, from Toll Collect; the route is illustrative.
The UK HGV levy
| Band | Weight | Day | Week | Year |
|---|---|---|---|---|
| A | 12,000–31,000 kg | £3.22 | £8.05 | £161 |
| B | 31,001–38,000 kg | £7.74 | £19.35 | £387 |
| C | 38,001 kg and over | £9.67 | £30.95 | £619 |
The levy applies to HGVs of 12,000 kg or more on UK main roads, at the band for the vehicle's maximum permitted weight rather than its weight on the day. It was suspended from 1 August 2020 and reformed from 1 August 2023, and zero-emission HGVs are currently exempt. Both the operator and the driver are responsible for paying the right amount; a truck stopped without it faces a £300 roadside fine. In the EU, from 25 March 2030 member states may no longer apply time-based user charges for heavy vehicles on the core trans-European network.
The mistake people make
Leaving the CO2 class at the default. Toll Collect put all its registered customers in CO2 class 1 at first, and declaring the right class is the customer's job under the principle of self-declaration — a cleaner truck whose class was never updated pays the class 1 rate. In Germany, several parties, from the keeper to the driver, can owe the toll and are jointly liable.
