Authorised Economic Operator (AEO)
An Authorised Economic Operator (AEO) is a business customs has certified as secure and compliant, under the WCO's SAFE Framework, in return for fewer checks and simpler procedures. The EU grants AEOC status for customs simplifications and AEOS for security and safety; 18,437 EU authorisations were valid in 2024.
Two kinds in the EU
| AEOC | AEOS | |
|---|---|---|
| For | Customs simplifications | Security and safety |
| Worth | A comprehensive guarantee at a reduced amount | Security facilitations; mutual recognition abroad |
| Share | 48% hold AEOC only | 4% hold AEOS only; 48% hold both |
Both kinds get more favourable treatment in customs controls, including fewer physical and document-based controls. The WCO's SAFE Framework, first adopted in June 2005, defines an AEO as a party involved in the international movement of goods, in whatever function, approved by or on behalf of a national customs administration as meeting supply-chain security standards. In the EU there were 512 valid authorisations in 2008 and 18,437 in 2024.
Mutual recognition
Holders with the security component — AEOS, or both — are eligible for mutual recognition. The EU has agreements with Canada, China, Japan, Moldova, Norway, Switzerland, the US and the UK. The UK's list adds Australia, New Zealand, Singapore, South Africa, South Korea and Turkey. The US counterpart is CTPAT, which had 10,964 member companies in July 2025.
In the Gulf
The UAE launched its AEO programme in October 2016 and had more than 133 accredited companies at the end of the first quarter of 2025. A GCC-wide programme came into effect on 1 January 2023, with 737 accredited companies across the GCC by 22 January 2025. Saudi Arabia's ZATCA grades its members; Gold members get every benefit, including deferring customs charges for 30 days after release and advance rulings, and a business must have been registered with ZATCA for at least a year before applying. Saudi Arabia and the UAE signed a mutual recognition agreement on 13 May 2019.
Worked example: what AEOC is worth in Great Britain
Duty and import VAT deferred each month: £400,000 → a deferment account guarantee of £400,000 → with AEOC, a guarantee waiver up to that level → £0 of guarantee to fundThe deferment figure is illustrative. HMRC lists the waiver up to the level of the deferment account as an AEOC benefit for Great Britain; Northern Ireland traders get a 70% reduction instead.
The mistake people make
Applying in the wrong country. In the EU the application goes to the customs authority where the business keeps its main accounts for customs purposes or manages its logistics; the Commission says one sent anywhere else will not be accepted. HMRC also checks the last 3 years of tax and customs compliance, so an AEO application starts long before the form.
FAQ
Authorised Economic Operator (AEO): common questions
- What is the difference between AEOC and AEOS?
- AEOC covers customs simplifications, such as a reduced comprehensive guarantee. AEOS covers security and safety, and brings mutual recognition with partner countries. A business can hold both, as 48% of EU holders do.
- Is AEO the same as CTPAT?
- No, but they are linked. CTPAT is the US programme for supply-chain security, and both the EU and the UK have mutual recognition agreements with the US.
- Does the UAE have an AEO programme?
- Yes, since October 2016, with more than 133 accredited companies by early 2025. A GCC-wide programme has also run since 1 January 2023, and Saudi Arabia runs its own through ZATCA.
